20 cancer cases in women with faulty breast implants

French health authorities say there are now 20 confirmed cancer cases in woman with faulty breast implants, but say there is no proven link between the two.

The French Government announced earlier this month it would pay for 30,000 women to have the faulty implants, produced by Poly Implant Prothese (PIP), removed.

The implants have been found to contain non-medical grade silicone filler, and have an increased risk of rupture.

French consumer health agency AFSSAPS said that as of December 28 it had registered 15 cases of breast adenocarcinoma, the most frequent form of breast cancer, one case of breast lymphoma, two cases of other lymphoma, one case of lung cancer and one case of acute myelogenous leukemia in women with the implants.

But the agency stressed that no link had been established between cases of cancer and having PIP implants.

It said the number of breast cancer cases in women with PIP implants reported to date "remains lower than the rate observed in the general population".

Agency chief Dominique Maraninchi put the figures in the context of the general population, pointing out that "one woman in 10 has, has had or will have breast cancer."

Health officials had earlier said eight cases of cancer had been registered in women with the implants, including one woman who died from a rare form of large cell lymphoma.

AFSSAPS said it had also registered 1,143 ruptures and 495 inflammatory reactions in PIP implants.

Up to 400,000 women around the world have received the sub-standard implants by PIP.

PIP was shut down and its products banned in April 2010 after it was revealed to have been using non-authorised silicone gel that caused abnormally high implant rupture rates.

India issues cyclone warning along southeast coast

(AP)? NEW DELHI ? India's weather office has warned residents along parts of the country's southeastern coast that Cyclone Thane is likely to cause heavy rains and gale-force winds.

The India Meteorological Department said Friday morning that Thane is centered in the Indian Ocean, 22 miles (35 kilometers) southwest of the town of Pondicherry, also known as Pudducherry.

The weather office said it was likely the storm would weaken and move westwards.

It warns of heavy rains and winds of speeds reaching 70 miles (110 kilometers) an hour until noon Friday before slowing down.

The seas are expected to be very rough along the coast of Pondicherry and its neighboring areas of southern Andhra Pradesh and the northern coast of Tamil Nadu. Fishermen have been warned not to venture out.

Samsung Galaxy S and Galaxy Tab Might Get Ice Cream Sandwich After All

Last week, Samsung released its list of devices that would be getting Android 4.0 (Ice Cream Sandwich). Curiously, the Galaxy S and 7-inch Galaxy Tab were missing from the roster, to which Samsung made a separate statement that the two devices did not have enough memory to run the new OS and Samsung?s custom TouchWiz UI.

Now it seems Samsung is backpedaling on their earlier decision, if reports that the company is reconsidering the possibility of an upgrade in internal discussions are to be believed. There is no official confirmation other than hearsay, but the running theory is it might have to do with some 10 million disappointed Galaxy S users.

Samsung originally said that the Galaxy S and 7-inch Galaxy Tab would not be able to run ICS, TouchWiz, and other "experience-enhancing" software concurrently due to a lack of RAM and ROM. While the Galaxy S and ICS-toting Galaxy Nexus have the same 1GHz Hummingbird processor, Samsung argued that the Galaxy Nexus only needs to run a vanilla Ice Cream Sandwich.

Now it seems like Samsung?s engineers only have to adjust some numbers and priorities for memory usage, and we?ll have some official ICS for the Galaxy S and 7-inch Galaxy Tab--and if not, there?s probably some rooted build that developers are cooking up.

Slime molds could hold key to new kinds of intelligence, help Statue of Liberty walk

See that yellow amoeboid slime mold? It's up to something. A team of Japanese scientists at Future University Hakodate led by professor Toshiyuki Nakagaki has found evidence that physarum polycephalum -- or grape-cluster slime -- are capable of navigating mazes and can organize their cells to find the most direct route. Nakagaki and others believe this could be the key to designing bio-computers capable of solving complex problems. According to Nakagaki, the slime's cells appear to have a kind of information-processing ability that allows them to "optimize" the route along which the mold grows to reach food while avoiding stresses -- like light -- that may damage them.

Over at Kyushu University, researcher Atsushi Tero told the AFP news agency: "Computers are not so good at analysing the best routes that connect many base points because the volume of calculations becomes too large for them. But slime molds, without calculating all the possible options, can flow over areas in an impromptu manner and gradually find the best routes." Tero and other researchers have expressed hope that slime mold networks could be used in future designs of new transportation systems, electric transmission lines and understanding the human nervous system. Just remember, if you're going to coat the interior of the Statue of Liberty with some pink slime you found in the sewer, make sure you play some upbeat music to go along with it. It's just a good idea in the long run.

Taxation of Financial Products is Plagued by Inconsistency | Big Fat ...

Earlier this month, a joint hearing of the Senate Committee on Finance and the House Committee on Ways and Means focused on the tax treatment of financial products. The goals: to consider how Congress should respond to the potentially inconsistent tax treatment of economically similar financial products, and to determine how well the tax code has responded to the evolving financial products market, according to the Hearing Advisory.

Among those testifying was Thomas Barthold, chief of staff of the Joint Committee on Taxation. Barthold provided some context to the discussion, describing the astronomical growth in some derivative products. For instance, over the past twelve years, the notional amount outstanding of swaps (not including credit derivatives) jumped tenfold, from $14.3 trillion in 1998 to $149 trillion in 2010. Barthold also discussed several issues that arise when determining how to tax financial products. One issue: some instruments have characteristics of both debt and equity, which generally are taxed differently.

Alex Raskolnikov, a professor of law at Columbia, discussed the implications a reduction in the overall corporate tax rate could have on derivatives taxation. ?It is likely that the flaws in the taxation of derivatives will become even more costly if a substantial rate differential between individual and corporate tax rates is introduced.? That?s because taxpayers would have a greater incentive to shift deductions to individuals, assuming they would pay at a higher rate, while also moving income to lower-tax corporations. ?There is every reason to expect that derivatives will be used to accomplish this goal,? he said. On the other hand, if capital gains and ordinary income were taxed the same, taxpayers would have no incentive to use derivatives to convert one type of income to another.

Andrea Kramer, a partner with the law firm of McDermott Will & Emery LLP, and head of its Financial Products, Trading & Derivatives Group, also spoke. She stated that the issue isn?t one of serious loopholes in the taxation of derivatives, at least when it involves taxpayers who use derivatives to manage their risks. Instead, the current definitions of hedging are too limited, Kramer said.

She provided several examples: A company uses derivative transactions to convert the price of its inventory from fixed to floating. Although this is a risk management transaction, it doesn?t currently qualify as a tax hedging transaction. Similarly, an electric utility earning a significant chunk of its annual revenue in the summer months enters into a ?cooling degree day? weather derivative to protect against the risk that summer temperatures will be lower than expected. Again, this currently isn?t treated as a tax hedge. ?The substance of the hedging exemption needs to be expanded,? Kramer said.

Also among those speaking was David Miller, a partner with Cadwalader, Wickersham & Taft LLP. Miller described the current federal tax system as having no basis in the reality of economics. That?s because it is based on the ?archaic system of realization ? the concept that income is not earned, and therefore not taxed, until a taxpayer actually sells property for cash or exchanges it for materially different property.? As a result, the tax system is ?numbingly complex,? and taxpayers can choose a tax treatment that minimizes their taxes, he said.

A mark-to-market system would alleviate these concerns, Miller said. Under this system, the taxpayer compares the value of a financial instrument at the end of year against its tax basis and pays a tax on the difference, regardless of whether the instrument is sold. ?It would help level the playing field between middle-class wage earners who pay tax on all of their economic income and the billionaires who pay no tax on their appreciated stock, and it would eliminate the need for the tax ellipses, permitting tremendous simplification.? If incremental change was preferred, a mark-to-market system could be applied selectively to derivatives, Miller said.

Venezuelan opposition politician freed from prison (AP)

CARACAS, Venezuela ? A Venezuelan opposition politician who has prostate cancer has been freed after four years in prison.

A court granted parole to Jose Sanchez Montiel for humanitarian reasons because of his advanced prostate cancer, defense lawyer Theresly Malave told the Venezuelan television channel Globovision on Saturday.

Sanchez was sentenced last year to 19 years in prison after being convicted of complicity in the killing of a military intelligence official in 2007. Sanchez was elected to the National Assembly last year while in jail awaiting sentencing. He maintains he is innocent.

Some opposition politicians have described him as a political prisoner. Sanchez is one of four jailed opponents of President Hugo Chavez who have been paroled this year due to health problems.

Chavez and government officials deny there are any political prisoners in the country, saying that Sanchez and others have committed crimes.

The president earlier this year urged judicial authorities to consider parole for any prisoners with serious health problems. Chavez made those remarks after he had a cancerous tumor removed from his pelvic region in an operation in June. He has since undergone chemotherapy and says tests show he is cancer-free.

Sanchez was charged with being an accomplice to the killing of military intelligence agent Claudio Macias, who was found dead in a jail in the western city of Maracaibo in 2007.

Sanchez at the time was a security official for the state government in western Zulia state. Some opposition politicians have said they believe Sanchez was targeted for arrest because he was a close ally of former Zulia Gov. Manuel Rosales, a former presidential candidate who fled to Peru in 2009 after prosecutors accused him of corruption. Rosales has denied wrongdoing.

Malave said that Sanchez was barred by the court from speaking to the news media about his case.

Sanchez traveled to Maracaibo on Saturday to spend Christmas with his family, and plans to begin cancer treatment soon, Malave said.

Judicial authorities did not comment publicly on Sanchez's release.

LOS ANGELES ? Southern California quarterback Matt Barkley believed he was prepared to play in the NFL and the draft prognosticators agreed with him.

He had skillfully guided the program through two years of NCAA sanctions, put up big numbers to add his name to the list of great Trojans quarterbacks.

Barkley just wasn't ready to leave. He still had some unfinished business at USC.

Setting off a round of cheers at USC's Heritage Hall, Barkley announced Thursday that he's returning for his senior season, putting off the NFL for a chance to lead the Trojans from under the cloud of NCAA sanctions to a BCS bowl.

"I am staying so I can finish what I started," Barkley said.

At 6-foot-2, 220 pounds and with a game that matured over three years at Troy, Barkley was projected as a high first-round draft pick the NFL draft, an enticement that had lured his predecessor, Mark Sanchez, after his junior season.

Instead of following Sanchez's footsteps, Barkley took the route of former USC quarterback Matt Leinart and Stanford's Andrew Luck.

Leinart returned to USC after winning the Heisman Trophy and a national championship, and led the Trojans to the 2005 BCS title game, where they lost to Texas. Luck came back this season after being the Heisman runner-up last year and took the Cardinal to the Fiesta Bowl while finishing second to Baylor's Robert Griffin III in this year's Heisman voting.

Like those two, Barkley felt as if he still had goals he wanted to accomplish after leading the Trojans to a 10-2 record and No. 5 in The Associated Press poll.

Barkley let USC coach Lane Kiffin know about his decision with a Christmas ornament that had a picture of the two together during this season's game against Colorado on one side and the words "One More Year" on the back. His announcement Thursday in front of about 200 people, including his family and Kiffin, set off a rousing cheers and a quick burst from USC's band as a group of cheerleaders danced along.

"That's not an easy decision," Kiffin said. "Not many people would do what Matt has done."

Barkley is the latest in a heralded lineup of USC quarterbacks that includes Carson Palmer, Leinart and Sanchez.

He had an uneven first season with the Trojans, making some questionable decisions that led to 14 interceptions. Still, Barkley threw for over 2,700 yards and 15 touchdowns to become the only freshman semifinalist for the Davey O'Brien Award as the nation's best quarterback.

Barkley developed into a mature leader by his sophomore season, again throwing for over 2,700 yards, with 26 TDs, a completion rate of 62 percent and 12 interceptions. He also handled questions about USC's sanctions with poise, never shying away from talking about the program's difficulties.

As a junior, he developed into one of the country's best quarterbacks, throwing for 3,528 yards and 39 touchdowns with only seven interceptions on a team that one of the best in the country the last half of the season. The Trojans won seven of their final eight games, though had to endure a second straight bowl-less season thanks to postseason sanctions that end next season.

USC left tackle Matt Kalil declared for the NFL draft last week, but on Wednesday safety T.J. McDonald said he was returning for his senior year. Now with Barkley, the Trojans are loaded and likely one of the front-runners to win next year's national title.

Barkley also will enter next season as the leading contender for the Heisman Trophy ? much the way Luck did when he made a similar decision after the 2010 season ? and can firm up his place as one of the best quarterbacks in the history of a program filled with great ones.

"I think looking at the team that we have there is that chance," Barkley said of playing in a BCS game next season. "We're on the rise and like I said in my (opening) statements, I feel like there is unfinished business."

Vietnam store makes Christmas tree from cellphones (AP)

HANOI, Vietnam ? Southeast Asia is closer to the equator than the North Pole, but an electronics store in Vietnam is ringing in the holidays with a 15-foot Christmas tree made from more than 2500 unusable cellular phones.

Nguyen Trai, a store manager at Westcom Electronics in the southern city of My Tho, says 10 workers spent two weeks building the cellular Christmas tree that he hopes will raise awareness about hazardous waste and promote environmental responsibility.

The glittering, cone-shaped creation has been on display for about two weeks outside the store in southern Tien Giang Province.

Between 700 and 800 people visit daily, Trai told the Associated Press.

"Many of them have taken pictures with the tree," he said.

Cellphones are ubiquitous in Vietnam, where more than 60 percent of the population is under 30 and hordes of young people flaunt flashy electronics to mark their rising wealth even as the country struggles to contain one of Asia's highest inflation rates.

Although the majority of communist Vietnam's 87 million people are Buddhist, there is a sizable Catholic minority and an enthusiastic general embrace of all things Christmas. The country's two largest cities ? Hanoi and Ho Chi Minh City ? are studded with holiday lights all winter long, with bright-eyed teens promenading in Santa hats and yuletide-themed electronic music blaring in sidewalk cafes.

Westcom Electronics plans to auction its cellphone tree next year and donate the proceeds to charity, said store manager Nguyen Trai, adding that staff members are already collecting unusable phones in hopes of erecting an even bigger Christmas "pine tree" next year.

There are tens of millions of cellphones in circulation in Vietnam, but it's impossible to know how many used phones are dumped each year because the government doesn't collect such data, said Nguyen Thanh Yen of Vietnam's Environment Administration.

Yen said he welcomed the idea of raising awareness about hazardous waste, but Westcom Electronics has violated Vietnamese law, which requires businesses to seek official permission before using hazardous waste for new purposes.

According to the United Nations Environment Programme, people working in the informal sector collect the majority of "recyclable and reusable waste" in urban areas of Vietnam.

Solid waste management is among the "major environmental burdens" in developed and developing countries across Asia, especially in megacities, the U.N. says.

Jury finds man guilty of aiding al Qaeda (Reuters)

BOSTON (Reuters) ? A jury on Tuesday found a Massachusetts man guilty of supporting al Qaeda by translating Arabic messages and supporting militants through traveling to Yemen for terrorism training.

Tarek Mehanna, 29, was found guilty on all seven counts against him and faces the possibility of life in prison.

Mehanna was arrested in 2009 and charged with "providing and conspiring to provide material support to terrorists." He was also charged with conspiracy to kill in a foreign country and lying to law enforcement officers.

Prosecutors said the defendant answered a call to action from Osama bin Laden to battle U.S. soldiers.

They said he traveled to Yemen in 2004 to seek terrorism training, but never received it, and had planned to travel to Iraq to fight U.S. troops.

They also said he translated videos and texts from Arabic to English and distributed them online to further al Qaeda's cause.

Defense attorneys said Mehanna, a U.S. citizen, was merely trying to learn more about his Muslim heritage by studying Islamic law and translating classical texts. He traveled to Yemen to visit schools where he hoped to study, they said.

Mehanna openly opposed the U.S. military presence in Iraq and showed admiration for bin Laden's efforts to expel foreign powers from Muslim countries, defense attorneys said. He never worked for al Qaeda or had direct contact with the group.

Among the trial witnesses was one of Mehanna's friends, Daniel Maldonado, a New Hampshire man serving a 10-year sentence for obtaining al Qaeda military training.

The FBI released excerpts of blogs allegedly written by Mehanna about the appeal of martyrdom and transcripts of phone conversations between Mehanna and Maldonado.

Mehanna was born in Pennsylvania but grew up in Sudbury, a suburb west of Boston, and holds a doctorate degree from the Massachusetts College of Pharmacy and Health Sciences.

Mexico disbands entire police force in top port (AP)

VERACRUZ, Mexico ? The entire police force in the major Gulf coast port city of Veracruz was dissolved on Wednesday, and Mexican officials sent the Navy in to patrol.

The Veracruz state government said the decision is part of an effort to root out police corruption and start from zero in the state's largest city.

State spokeswoman Gina Dominguez said 800 police officers and 300 administrative employees were laid off. At a press conference, she said they can apply for jobs in a state police force, but must meet stricter standards for an agency with officers "who are better trained and more committed and who can deliver under our current security circumstances."

Armed marines barricaded police headquarters Wednesday and Navy helicopters were flying above the city where 35 bodies were dumped in September. It was one of the worst gang attacks of Mexico's drug war.

The change was agreed upon Monday by Veracruz Gov. Javier Duarte and federal Interior Secretary Alejandro Poire.

Mexico's army has taken over police operations several times before, notably in the border city of Ciudad Juarez and the border state of Tamaulipas. But Veracruz becomes the first state to completely disband a large police department and use marines as law enforcers. There are about 2,400 marines in the state of Veracruz.

Dominguez said the Navy operations will last only until the state can train more of its own police. Duarte already had disbanded a police force in the state's capital of Xalapa, but in that case state agents immediately replaced city police.

President Felipe Calderon has pushed an ambitious process for vetting all of Mexico's 460,000 police officers. His administration allocated $331 million for 200 cities to train and re-equip municipal police forces.

Governors have complained they lack the resources to ensure their police forces are clean.

Veracruz is a common route for drugs and migrants coming from the south. It was first dominated by the Gulf Cartel, and then its former armed wing, the Zetas, took over after the two split. The state saw a rise in crime this spring after a government offensive in neighboring Tamaulipas scared drug criminals away to Veracruz.

But the dumping of the 35 bodies shocked Mexico as it turned the port into a battleground between the Zetas and a gang aligned with the Sinaloa Cartel, led by Joaquin "El Chapo" Guzman.

Democracy May Depend on the Ignorant (LiveScience.com)

Ignorance can be bliss, but it seems it can also promote democracy.

Strongly opinionated members can determine a group's consensus decision, even when they make up only a small minority. New research of animal behavior shows, however, that adding ignorant or uninformed members to the group can counteract the minority?s powerful influence and promote a more democratic outcome.

Researchers used several computer models to investigate the decision-making process in various animal groups when a majority wants to travel in one direction and a minority wants to go in another.

When the strength of the two packs' preferences was equal, the group was much more likely to follow the majority. But when the minority had stronger feelings than the rest of the group about its direction, it was able to control the decision.

When the researchers added a third crowd that was ignorant of the options, the majority was able to spontaneously wrestle the decision back from the minority.

"It's very counterintuitive," said Iain Couzin, an evolutionary biologist at Princeton University, who was lead author of the study published in the Dec. 15 issue of the journal Science. "We previously assumed that uninformed individuals promote extremism by being easily exploited by the [strong] minority."

Democratic fish

Couzin and his colleagues performed follow-up experiments with a school of freshwater fish to see how well their models apply to the real world. "One of the nice things about animal groups like schooling fish is that you can read out what they are trying to do just from their motion," Couzin told LiveScience.

Using a group of golden shiners, the researchers trained two groups of the fish to associate a food reward with two different color targets: one yellow, one blue. The fish, like humans and other animals, have certain sensory biases, Couzin explained. Just as humans have an innate reaction to the color red, golden shiners are naturally attracted to yellow, so the fish trained to expect food by following yellow dots were more strongly drawn to their target than those trained with blue dots.

When the researchers brought the two groups together and the yellow-target fish were in the minority (five yellow to six blue), the school of golden shiners followed the smaller group about 80 percent of the time. But when the researchers added five untrained fish to the mix, the group chose the majority?s blue target half the time.

With 10 untrained fish, the group chose the blue target more than 60 percent of the time, showing that ignorant individuals really can promote a more democratic decision.

Couzin is interested in determining how widespread the phenomenon is by testing the decision-making model in other groups, including humans. He?d also like to look for this process in the activity of nerve cells.

?"There are fundamental parallels between decisions in groups and neural decision-making," he said. "There's likely to be a whole bunch of neurons that don?t have information and can be persuaded by other neurons." [How Honeybees Make Decisions]

A human connection?

Carl Bergstrom, a University of Washington evolutionary biologist, said he was surprised by the results and is curious to see what happens when there are more than two options (or preferences) available.

"The dynamics between groups can get extremely complicated," said Bergstrom, who was not involved in Couzin's research but who, with his University of Washington colleague Jevin West, wrote a perspective piece accompanying the research article.

The scientists stressed that the results of the study cannot be extrapolated to decision-making in human groups. Bergstrom explained that opinionated individuals in the models could not spend extra time lobbying the others and couldn't make false claims about an option, as humans can.

?"In the models, individuals could only be obstinate about changing their minds," he said.

West said, "We definitely want to caution against jumping to the conclusion that the whole Occupy Wall Street movement can learn something from the study."

World's shortest woman wants to be Bollywood star (omg!)

AGPUR, India (AP) ? A high school student in central India was recognized as the world's shortest woman by Guinness World Records on Friday as she turned 18, saying she hopes to earn a degree and make it in Bollywood.

Jyoti Amge stood just 62.8 centimeters (24.7 inches) tall ? shorter than the average 2-year-old ? when Guinness representatives visiting from London measured her at a ceremony attended by about 30 family and friends in the town of Nagpur, in Maharashtra state.

A teary-eyed Amge, dressed in one of her finest saris, called the honor an "extra birthday present" and said she felt grateful for being small, as it had brought her recognition. After receiving a plaque, she and her guests cut a birthday cake.

"I have put Nagpur on the world map. Now everyone will know where it is," said Amge, who says she dreams of one day becoming a Bollywood film star as well as pursuing a university degree after she finishes high school this year.

"I want to be an actor," she said.

She measured 7 centimeters (2.76 inches) shorter than the 22-year-old American Bridgette Jordan, who had held the title since September.

"Jyoti encourages us all to look beyond mere size and to just celebrate our differences," Guinness adjudicator Rob Molloy said.

This was not Amge's first Guinness record. Until Friday she was considered the world's shortest teenager, but in turning 18 qualified for the new title. She has grown less than 1 centimeter (0.4 inch) in the last two years, Guinness said in a statement, and will grow no more due to a form of dwarfism called achondroplasia.

Her teenage title brought the chance for multiple Guinness-sponsored trips to Japan and Italy for tours and meetings with other record holders, she said.

The title of shortest woman in history continues to be held by Pauline Musters, who lived in the Netherlands from 1876 to 1895 and stood 61 centimeters (24 inches) tall.

Strong quake hits PNG, no reports of damage (Reuters)

(Reuters) ? A strong earthquake struck the Pacific state of Papua New Guinea Wednesday, but no tsunami warning was issued as the quake occurred inland, and there were no immediate reports of damage.

The 7.3 magnitude tremor was centered near Lae, the country's second-largest city, at a depth of around 115 km (71 miles) the U.S. Geological Survey said.

"It was very, very big," said Dolly Kinibo, a receptionist at the Lae International Hotel.

"It lasted for two to three minutes. The whole building moved. The Christmas tree moved, we all moved, people are very shaken. There are no reports of injuries or damage, but our managers are checking."

The quake sent goods flying from the shelves of Lae's Foodmart store but caused only minor damage and no injuries. "It wrecked some displays and caused some damage to the ceiling, but touch wood nothing serious," said store manager Albert Martinez.

Residents in the capital Port Moresby, 223 km (138 miles) from the epicenter, also reported feeling the quake.

PNG, a country where the majority of people live subsistence lives despite its abundant mineral wealth, sits on the geographically active Pacific Ring of Fire.

Microsoft rolls out Xbox TV platform (AP)

LOS ANGELES ? Microsoft Corp. is rolling out a new interface for its Xbox game console users ? one that allows you to navigate through music, movies, TV shows and games with the wave of your hand or the sound of your voice.

The interface, first demonstrated by CEO Steve Ballmer in September, is set up similarly to Microsoft Corp.'s upcoming Windows 8 operating system with a series of large panes showing content options.

Xbox owners with the Kinect motion controller can swipe through screens by waving their hand in the air. It also responds to direct voice commands, and incorporates Microsoft's search engine, Bing. Windows phone users can control what to watch or hear by tapping on their portable devices.

The interface will be available to Xbox users connected to the Internet via a download on Tuesday.

In a demonstration for The Associated Press, a Microsoft employee demonstrated how saying, clearly, "Xbox. Bing. `Iron Man,' " brought up a selection of movies, TV shows, games and soundtracks related to the title. Saying "Xbox. Show. Movies," brought up places to rent or buy the movie, including Microsoft's Zune store, Wal-Mart's Vudu, Netflix or pay TV channel Epix.

Separate subscriptions are required for services like Netflix, and much of the content also requires being a gold member of Xbox Live, a connected Internet service that costs $60 a year.

Microsoft expects to have pay TV channel partners, including those supplied by Verizon FiOS. There will be no broadcast partners, so fans of the ABC, NBC, CBS and Fox networks will continue to rely on standard set-top boxes or digital rabbit ear antennas for that content.

Microsoft says there have been 57 million Xbox units sold around the world and there are more than 35 million users who have logged on to its Xbox Live service at least once in the last three months. It did not divulge how many Xbox Live users are paying gold members.

Ross Honey, general manager of Xbox Live entertainment and advertising, said around 40 content partners were expected for the platform. Available apps from those partners will roll out gradually over time. Other partners include the British Broadcasting Company, Hulu Plus, Disney's online ESPN3 service, Ultimate Fighting Championship, YouTube and cable giant Comcast Corp.'s Xfinity on-demand subscription service.

Many of the offerings require separate pay TV subscriptions or one-time payments. Honey said that many deals with content providers are still in the works.

"As with any new technology that comes with the entertainment industry, it takes time," he said. "What we have here is a start."

Italian government approves new measures (AP)

ROME ? Premier Mario Monti said Sunday that his government of technocrats has approved a package of austerity and growth measures to "reawaken" the Italian economy and help save the euro common currency from collapse.

The measures include immediate cuts to the costs of maintaining Italy's bulky political class as well as significant measures to fight tax evasion, Monti told a news conference following a three-hour Cabinet meeting.

As part of the political cost cuts, Monti said he would forego his salary as premiere.

The package also includes measures to spur growth and competition, while aiming to stamp out rampant nepotism.

"We gave a lot of weight to fairness, we had to distribute some of the sacrifices but we took a lot of care to distribute them in a fair way," Monti said.

Monti will outline the measures on Monday to Parliament, which must approve them.

The premier spent the weekend briefing political parties, unions, business groups, consumer lobbies and others.

1st Penn State abuse suit comes from new accuser (AP)

PHILADELPHI ? Former Penn State assistant football coach Jerry Sandusky sexually abused a boy more than 100 times and threatened to harm his family to keep him quiet, according to a lawsuit filed Wednesday by a new accuser who is not part of the criminal case.

The 29-year-old, identified only as John Doe, had never told anyone about the abuse he claims he suffered until Sandusky was charged this month with abusing other boys. His lawyer said he filed a complaint with law enforcement on Tuesday. He became the first plaintiff to file suit in the Penn State child sex abuse scandal a day later.

Sandusky has acknowledged that he showered with boys but denied molesting them. His lawyer did not immediately return a message about the lawsuit.

The lawsuit claims Sandusky abused the boy from 1992, when the boy was 10, until 1996 in encounters at the coach's State College home, in a Penn State locker room and on trips, including to a bowl game. The account echoes a grand jury's description of trips, gifts and attention lavished on other boys.

"I am hurting and have been for a long time because of what happened, but feel now even more tormented that I have learned of so many other kids were abused after me," the plaintiff said in a handwritten statement his lawyer read aloud at a news conference.

The lawsuit seeks tens of thousands of dollars and names Sandusky, the university and Sandusky's The Second Mile charity as defendants. The man says he knew the coach through the charity, which Sandusky founded in 1977, ostensibly to help disadvantaged children in central Pennsylvania.

The man was not referenced in the grand jury report that charges Sandusky with abusing eight boys over a 15-year period.

His lawyer, Jeff Anderson, said he believes Sandusky was a predator who could not control his sexual impulses toward children. He harshly criticized officials at Penn State and The Second Mile who failed to report their suspicions and put a stop to any abuse.

"We need to address the institutional recklessness and failures," said Anderson, who specializes in clergy sex abuse lawsuits. "Was it because of power, money, fear, loyalty, lack of education?"

The university said it had not seen the complaint.

The charity said it would respond after reviewing the lawsuit but added: "The Second Mile will adhere to its legal responsibilities throughout this process. As always, our thoughts and prayers are with the victims and their families."

Anderson suggested that it ended four years later because Sandusky was not sexually interested in older teens.

The lawsuit was filed hours before students and high-ranking administrators participated in a town hall forum organized by students at Penn State's main campus in State College.

Penn State president Rod Erickson promised the university would raise the visibility of ethics "to a new level" following the scandal, which has rocked the campus.

"So hopefully everyone in the university understands ... we learn to do the right thing the first time, every time," Erickson said in opening remarks before an audience of about 450 students and employees at an auditorium in the student union.

The forum was broadcast on the school's public television station.

Sandusky was charged on Nov. 5 with abusing eight boys, some on campus. A grand jury said the allegations were not immediately brought to the attention of authorities even though high-level people at Penn State apparently knew about at least one of them.

The scandal has resulted in the departures of school President Graham Spanier and longtime coach Joe Paterno. Athletic Director Tim Curley has been placed on administrative leave, and Vice President Gary Schultz, who was in charge of the university's police department, has stepped down.

Schultz and Curley are charged with lying to the grand jury and failure to report to police, and Sandusky is charged with child sex abuse. All maintain their innocence.

In the lawsuit, the plaintiff said Sandusky gave him gifts, travel and privileges after meeting him through his charity in 1992. The abuse began shortly afterward, the suit said.

Anderson described Penn State and the charity as entwined institutions, and he charged that both failed to ensure that children were safe when they took part in trips and activities. He declined to say which bowl game the boy attended.

Sandusky took one boy he molested to the Alamo Bowl in Texas in 1999 and threatened to send him home when he resisted his advances, the grand jury said.

The bowl proved to be Sandusky's last game as Penn State's defensive coordinator. Once Paterno's heir apparent, Sandusky left after Paterno told him he would not get the head coaching job.

John Doe's lawsuit seeks a minimum of $400,000 in damages for sexual abuse, negligence, emotional distress and other claims. The accuser long thought he was the only victim and was mired in guilt and self-loathing, the lawyer said.

"Now that I have done something about it, I am feeling better and going to get help and work with the police," the accuser wrote in his statement.

Anderson declined to specify what sexual acts his client says took place, but he called them "severe." Nor would he say which police agency his client contacted Tuesday.

Police in Philadelphia and State College said they were not aware of such a complaint. The attorney general's office, which led the grand jury investigation, and state police said they could not disclose if a report was filed.

A university spokeswoman said police have received two complaints since Sandusky's arrest, the most recent from a prison inmate in Oklahoma, and both have been turned over to the attorney general's office. Anderson said his client John Doe is not that Oklahoma inmate.

By Anderson's count, the grand jury report lists 17 adults made aware of complaints or suspicions about the coach over the years, including those who knew of a 1998 complaint that Sandusky had showered with a Second Mile boy. Police pursued that mother's complaint and compiled more than 100 pages of investigatory notes, but no charges were filed.

Had John Doe known about that, he might have come forward to a parent or counselor years ago, Anderson said.

"Why were so many people, for so long, making choices that protected the institutions and not the children?" Anderson asked. "It's not just about Penn State, it's about all of us."
