For example, doing five 30 minute workouts are going to be better for your Health and body than doing two 75 minute sessions. Overall smaller frequent workouts are going to be better for your body and mind as they won?t overtire or over-strain you.

If you are out of shape, consult with your doctor before beginning a mild fitness program to help you gradually improve your level of fitness. With your doctor?s OK, begin a gentle, low-impact daily fitness plan and adopt healthy eating habits (such as always eating your meals and snacks at the table) to improve your Health and fitness level.

Exercising with your dog can be a great motivator. Having to take your dog out can increase the frequency of your workouts as well as your enjoyment. Some Health clubs even offer classes or activities that can be done with your pet, such as ?doggy yoga?!

A healthy boy was infected with antibiotic-resistant bacterium that was traced to his mother's nurse's bag left in the family's car after his mother's home healthcare visit to a patient with the same infection. Although the boy's infection and the patient's infection were never DNA tested, the coincidence was remarkable.

This event illustrates how bacteria from someone sick can infect others, said Irena Kenneley, assistant professor of nursing at the Frances Payne Bolton School of Nursing at Case Western Reserve University.

She conducted a survey of home healthcare practices related to infection control. Kenneley reports in the April issue of the peer-reviewed journal, Home Healthcare Nurse, that home healthcare workers report that, like the boy, they have acquired infections and that the practices to prevent these infections varies from one agency to another.

Kenneley said information is not available about how often these infections spread from house to house and between patients and families. With a 22-item survey sent or posted online to 3,800 home healthcare providers, Kenneley began to find information about infection control, safety practices and healthcare agency policies.

Kenneley received 423 responses from 44 states (389 were registered nurses between the ages of 51 and 60) about agency policies for: isolating infected patients, leaving necessary equipment like stethoscopes in the home, teaching families about preventive actions, and taking the nurse's bag into the nurse's own home when infections are known to be present in residences visited earlier in the day.

She also asked the home health care providers whether their agencies had a dedicated infection prevention and control nurse. If so, she also asked whether this individual is devoted full-time to prevention or has multiple duties within the agency.

Kenneley noted that individuals also could provide narrative material like the story of the boy getting an infection from his mother's bag.

Of the responders, 21 (5.9 percent) reported receiving treatment for a bacterial infection confirmed by lab tests and doctors. Most infections were to the skin or soft tissue, with gastrointestinal infections following.

The organisms responsible for these healthcare-associated infections in the home healthcare clinician population were Methicillin Resistant Staphylococcus aureus (MRSA) and Clostridium difficile (C. diff). Not surprisingly, these are the most common organisms isolated from patients who received a healthcare associated infection in the acute and long-term care settings.

Nearly 60 percent of the survey respondents reported that their healthcare agency did not have written policies about handling infection control when antibiotic-resistant infections were known. These results were unexpected and worrisome due to the increase in multiple drug resistant organisms with no new antibiotics in the pipeline.

Home healthcare poses challenges that differ from the controlled environments of the hospital. Patients with open wounds or catheters freely move around the house, play with pets, garden and do other normal activities that can spread bacteria and viruses.

If a virus like bird flu becomes epidemic, Kenneley said, most people will be treated at home. Officials need to develop and implement policies and practices on how to prevent the spread of the disease to healthcare workers and others in the home and community.

Kenneley explains that simple and quick actions can decrease infectionshand washing, vaccinations and patient isolation.

Strict hand washing and gowning procedures in hospitals have reduced bacteria spreading from room to room. Hospitals across the country reported that they reduced their MRSA and C. diff rates by observing hand washing in the clinical setting, and targeting education to clinicians regarding correct isolation procedures.

Bacteria, which can live on surfaces for weeks and even months, can be transported to the environment of one home to another on a medical bag or equipmentor like the healthy boy to his mother's car.

Elaborating, Kenneley pointed out that numerous studies have indicated contamination rates of various surfaces and equipment associated with the medical environment (including nurse's bags) across the length of care to be greater than 80 percent. After retrospective review of 10,000 ICU patients researchers in New York city found patients had significantly higher risk for acquiring MRSA or vancomycin-resistant enterococci (VRE) if the most recent occupant of the same room had tested positive for the organisms.

Explained Kennely, "It's important to prevent infections, because everyone is at risk from the healthcare provider, the patient, to the families of the patients and nurses."

She writes in the article, "Infection Control in Healthcare: Issues for Patients and Providers," that "with ever-increasing shift of patients out of the acute care setting and into other settings, infection prevention and control programs must also shift focus."

Agencies and nurses don't always learn from hospitals that their new patients have come home with infections like methicillin-resistant Staphylococcus aureus (MRSA), Escherichia coli, Streptococcus, or Pseudomonas aeruginosamany of which are antibiotic resistant. The healthcare team is also exposed to a number of viruses, such as the flu, chicken pox, hepatitis and polio.

"This makes it difficult when nurses come unprepared into an infectious situation," Kenneley said. "It's risky."

This issue isn't disappearing and the findings are important to the future direction of home healthcare, said Kenneley.

According to an April 2011 National Health Statistics Report from the U. S. Department of Health and Human Service (HHS), an estimated 1.45 million people received home health care in 2007. By 2050, HHS predicts that number will reach 27 million.

"Washing hands, which isn't done enough, is still the major way to prevent the spread of these infections," Kenneley said.

Nurses can also teach about the washing and caring of bed linens and disinfecting bedroom furniture and special equipment. Some agencies have policies about isolating the patient from the family to cut down on others getting infected.

The overall goal is to prevent infections from spreading, Kenneley said, adding some work is still needed to control infections in the home healthcare environment.

Poll: Election winner won't affect economy much

WASHINGTON (AP) ? When it comes to the economy, half of Americans in a new poll say it won't matter much whether Barack Obama or Mitt Romney wins ? even though the presidential candidates have staked their chances on which would be better at fixing the economic mess.

People are especially pessimistic about the future president's influence over jobs, according to the Associated Press-GfK poll. Asked how much impact the November winner will have on unemployment, 6 in 10 gave answers ranging from slim to none.

Yet the candidates, the polls and the pundits agree ? the economy is the issue of 2012. Can either man convince voters that he would set things right?

James Gray of Snow Hill, N.C., is skeptical.

"It doesn't look to me like the economy or nothing gets better no matter who you've got up there," Gray said. "I don't know why it is."

A retired policeman, Gray plans to vote for Romney and thinks the Republican might win. But he doesn't have much hope that would improve things for people like him, living on a fixed income. "Every time you go to the grocery store the prices have gone up," he said.

Years of disappointing economic news following the 2007-2009 recession have deflated American optimism. And worries about financial troubles in Europe and congressional gridlock at home hang over the future. Two-thirds of people still describe the economy as poor. The same number ? 31 percent ? think unemployment will grow worse over the next year as predict it will ease up.

"Right now it's so bad," said Maria Fisher of Timber Pines, Fla. "I wish everything was better."

Fisher, a preschool teacher at the YMCA, favors Romney because he's a Republican and a successful businessman. She's ready "to give him the chance to fix all these problems." But she doubts there's much the president can do.

Lots of Obama supporters feel the same way.

"The office of the president as a single person doesn't have as much influence as we generally attribute to them," said Jeff Guertin, a mechanical engineer in Bedford, N.H., who backs Obama.

Guertin said a president is limited by Congress' willingness to go along with his ideas, as well as all sorts of other factors, including world events, that affect whether the U.S. economy grows or shrinks.

Despite the dominance of economic issues in the presidential race, Americans are evenly split over whether the man living in the White House in 2013 will bring significant change to the overall economy.

A majority of those surveyed ? 55 percent ? say the winner will have from "just some impact" to "no impact" on the nation's huge budget deficits.

Those with little confidence that the winner can fix things are also more pessimistic overall ? just 32 percent of them think the economy will improve in the coming year. In contrast, among those who expect a substantial impact from the winner, almost half think the economy will get better.

Republicans are more likely than Democrats to predict that the winner's imprint will be felt: 58 percent say the election's outcome will affect the economy overall. Yet fewer than half of Republicans foresee much impact on joblessness.

Everett Hickman, an Obama supporter, said both campaigns overplay how much a president can do.

"The federal government has some influence over the economy," said Hickman, a retired radio news reporter living in Charlotte, N.C. "It doesn't have the kind of push-pull, click-clack control that some people seem to think, or pretend to think."

The Associated Press-GfK Poll was conducted June 14-18 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,007 adults nationwide. Results for the full sample have a margin of sampling error of plus or minus 4.0 percentage points.

Jessica Simpson shows Twitter her post-baby body

Jessica Simpson"Life has completely changed," Jessica Simpson told People of motherhood. "From how I sleep to what I think about,?Maxwell has definitely taken over everything!"

Well, not everything has changed.

The 31-year-old has always been very proud of her body, no matter which shape it has taken. And rightly so.

Simpson recently gave birth to a giant baby. And we mean giant. Maxwell Drew Johnson was born at nine pounds, thirteen ounces.

But that is nothing compared to the seventy pounds Simpson herself gained, and that was the figure a full month before the birth.

But now that the baby is born, Simpson has been exercising and getting healthy again. She signed on to be the new spokeswoman for Weight Watchers, for the bargain price of $4 million (can you say ?college fund?).

She is also reportedly working out with a trainer to help lose the baby fat.

"I think anybody who's gone through a pregnancy, after they have the baby, it's like, 'I need to do something about this,'" she said of losing weight. "For me, I really want to do something that is a lifestyle, because in the past, I've been known to yo-yo diet."

But it looks like Simpson is proud of her body once again.

The tweet included a picture of her cleavage (there may have been other things in the photo but we sure didn?t notice).

Actually, it looks like she was walking her daughter. Simpson has talked about breastfeeding and how close it makes her feel to Maxwell.

The breastfeeding also has another positive side effect. Simpson has said she is trying to eat healthy and cut down on fast food for the health of her baby.

Either way, Jessica looks great and less than two months after giving birth, she is looking like she is getting closer to her pre-pregnancy weight.

The UN's Rio+20 earth summit set only modest goals, but sparked controversy over the Vatican's successful effort to remove reference to 'reproductive rights' from the final document. Hillary Clinton vowed the US would ensure 'those rights are respected.'

The United Nations? global summit on sustainable development concluded in Rio de Janeiro Friday with only modest and nonbinding goals, and in the eyes of some critics it even took a giant step backwards ? by eliminating from its final document any reference to women?s ?reproductive rights? of the kind that has figured in similar summits? statements for the past two decades.

The Rio+20 summit ? so named because it took place 20 years after the landmark Rio de Janeiro Earth Summit of 1992 ? underwhelmed leaders and private-sector participants alike for its lack of bold initiatives and landmark treaties, such as the biodiversity and greenhouse-gas initiatives that came out of the first Rio summit.

But Rio+20 nevertheless generated controversy over the successful campaign by the Vatican and developing countries to eliminate any reference to reproductive rights from the summit?s final text.

The document still advocates universal access to family planning and the integration of reproductive health into national development strategies. But a reference to reproductive rights ? language similar to wording that has long been included in development and women-advancement summits? statements ? was stricken, while the Vatican prevailed in its opposition to a phrase that called ?access to reproductive health services? an important element of women?s empowerment.

Numerous world summits have called on governments to recognize the role that reproductive health plays in advancing women?s health and economic well-being since a 1994 Cairo summit on population and development declared for the first time that women?s human rights include reproductive rights.

Secretary of State Hillary Rodham Clinton, who attended the summit?s closing session Friday, seemed to chide global leaders over the retreat on women?s rights as she underscored the US commitment to ?reproductive rights.? Clinton received enthusiastic applause when she said, ?Women must be empowered to make decisions about whether and when to have children,? and then added that the US ?will continue to work to ensure that those rights are respected in international agreements.?

Several prominent advocates of women?s rights criticized the summit?s final document and its vague or absent wording on gender issues. Gro Harlem Brundtland, a former Norwegian prime minister and a member of The Elders, a group of global statesmen formed by Nelson Mandela in 2007, called the wording ?a step backwards from previous agreements.?

A group of human rights advocacy organizations, including Human Rights Watch, Amnesty International, and the Center for International Environmental Law, issued a statement citing Rio?s ?worryingly minimal commitments? as evidence that ?global economic troubles are being matched by a recession in human rights.?

In addition to the reproductive rights omission, the organizations said the summit fell short on issues of corporate accountability. They pointed specifically to a successful effort ? this one backed by the US ? to delete a reference reaffirming the responsibility of business to respect universal human rights.

In her speech, Secretary Clinton focused on what she called a remarkable evolution in thinking about and carrying out sustainable development, a change she said has included a broadening of the actors leading on development from governments and international institutions to include private players ? such as business.

Citing what she called the growing ?power of the market? in spreading development and raising millions of people out of poverty, Clinton noted that the official development assistance share of total capital flows into developing countries has tumbled from 70 percent in the 1960s to only 13 percent today.

With that shift in investment in developing countries to a predominant role for business and nongovernmental organizations has come new ways of thinking, she said.

Saying ?the most compelling products of this conference are the examples of new thinking that can lead to models for future action,? Clinton then cited one of America?s, and the world?s, most visionary entrepreneurs of the 21st century. ?It should be said of Rio,? she said, ?that people left here thinking, as the late Steve Jobs put it, not just big, but different.??

Emerging tech harnessed to improve the world

This is an excerpt from Hybrid Reality, a new e-book by Ayesha and Parag Khanna.

The word ?technology? combines the Greek tekhne and logos, symbolizing that technology, like language, is as intrinsic to the human condition as speech. Language, though, does not stand alone; it is part of a larger cultural system. Hence the German word Technik, which denotes not only technologies themselves, but also the skills and processes surrounding them. A century ago, leading Western philosophers appreciated the promise and peril of mass industrialization technologies. Oswald Spengler?s Der Mensch und die Technik: Beitrag zu einer Philosophie des Lebens (1931) proposed to integrate technology into a philosophy of life, arguing that Technik is a process that unites our economic, political, educational and cultural systems. The American sociologist Lewis Mumford, in his Technics and Civilization (1934), emphasized that technology must be more than just objects seen as ends in themselves (monotechnics); it must be a collection of ideas and methods that improve society (polytechnics). Technik unites the scientific and mechanical dimensions of technology (determinism) with a necessary concern for its effect on humans and society (constructivism). Technik, then, is the technological quotient of civilization.

Whereas geotechnology is about power, Technik is about adaptability. We live and die by our Technik, the capacity to harness emerging technologies to improve our circumstances. How does our culture deal with the distribution of technology? Can we devise strategies to maximize the upside of technology while minimizing the downside? Instead of West vs. East and democracies vs. dictatorships, actors ranging from cities to diasporas to corporations to cloud communities will compete and collaborate to attain Technik.

Science-fiction author William Gibson?s famous quip that the future is already here but unevenly distributed is the quintessential encapsulation of the fact that we differ in our stages of Technik. In a world of such diverse political forms??? ?democracies, monarchies, authoritarian states?? ?the ?war of ideas? will never be won. Instead, we will increasingly differentiate societies on the basis not of their regime type or income, but of their capacity to harness technology. Societies that continuously upgrade their Technik will thrive.

When standards of living are so perpetually threatened by technological shifts, shouldn?t Technik be a factor in evaluating societal stability? The contrast between the U.N.?s Human Development Index (HDI) and the reigning obsession with per capita GDP illustrates just how important it is to develop a more neutral, long-term-focused metric for progress. Many wealthy societies have low human-development scores (e.g., Arab petro-states), while China?s score is rising quickly even as its per capita income remains modest. We should layer on technology-focused criteria as well, such as the World Economic Forum?s Network Readiness Index (NRI), which assesses the quality of individual access, government regulation and business investment along more than 50 indicators. Not surprisingly, Sweden, Singapore and Finland are at the top, but interestingly, technocratic China scores higher than democratic India, and India higher than Italy. Good Technik requires a combination of the attributes that deliver high human development, economic growth, political inclusiveness and technology preparedness.

Which societies display the best Technik today? Given the high proportion of Asian leadership with science, engineering and math backgrounds, and their countries? export-led growth creating sizable surpluses, it is no surprise that first Japan, and then Korea and China, have invested so heavily in infrastructure to catch up with?? and potentially surpass????the West.

Japan?s technology obsession and idiosyncratic social traits make it a fascinating case study of the early Hybrid Age. Japan already has 38 of the top 50 cities ranked by speed of Internet connection. Its resilience as a society is demonstrated by its ability to rebound from the 2011 earthquake and tsunami, keeping supply chains intact and rebuilding coastal communities. More broadly, Japanese society has embraced robots to such an extent that it seems to prefer a man-machine hybrid civilization to an ethnically mixed one. Robots are increasingly employed in building homes, caring for the elderly and even entertaining the masses???witness Hatsune Miku?s sold-out holographic concerts.

But there are costs to such a rapid embrace of robots: Males unable to meet traditional expectations become alienated and retreat into Internet addiction and virtual companionship, accelerating a decline in the birthrate. If any country becomes the first to feature human and robot citizens fruitfully co-creating a new hybrid culture, it is likely to be Japan?? but it needs to make sure there are enough humans there to enjoy it.

Singapore, once a colonial swamp governed from India, is today a seamlessly efficient cosmopolitan world capital of finance and, increasingly, innovation. Indeed, the lack of natural resources has made it an innovator in the most (un)expected areas, from fuel refining to water desalination. Now its Biopolis and Fusionopolis complexes aim to capture the edge in life sciences and immersive media. Peter Schwartz likes to call Singapore ?the best-run company in the world,? and indeed it is the leading role model in city-state Technik for entities from Abu Dhabi to Moscow to Kuala Lumpur. It must, however, evolve its political and educational systems to ensure that its own people are innovating in addition to all the talent it imports.

Finland, the so-called ?open-source nation,? is a leading Western example of Technik. Finland?s sophisticated population has embraced the digital life and pioneered mobile technology (Nokia) and an open-source operating system (Linux). In Helsinki, mobile phones are as much for banking and street navigation as for communication. In no other country does one so strongly feel that a mobile phone is part of one?s identity. It cannot be the weather that has earned the country the second position worldwide in the United Nations World Happiness Report.

Israel presents another example of rising Technik. Not only has it made major investments in biotechnology and other strategic sectors, but for several years its chief scientist gave out nonrecourse loans to more than 4,000 startups. Rwanda, Mongolia and many other nations are seeking to copy Israel?s blueprint as the ?startup nation.? Technology will long outlast the United States as Israel?s key ally.

Even a country still as overwhelmingly poor as India can elevate its Technik. Its mobile-phone penetration rate is skyrocketing, a biometric national identity card scheme is gradually delivering rights and services to hundreds of millions of previously disenfranchised citizens, digital kiosks in dusty villages are spreading access to information and education, and a sophisticated Right to Information Act requires publishing all laws on the Internet. Parts of India such as its tech hub, Bangalore, represent the leap from an agricultural to a service economy in a single generation.

The United States is home to some of the key pioneers of Technik, whose innovations help society adapt to the future?? yet it struggles to keep first-mover advantage over their innovations. Semiautonomous government agencies such as the Defense Advanced Research Projects Agency (DARPA) have invented technologies?? from the World Wide Web to robotic exoskeletons????that eventually gained widespread application. However, the U.S. share of global R&D, like global GDP, has fallen to around 20 percent, and since not enough of those funds are devoted to commercialization initiatives, the United States sometimes has to buy things it invented a decade ago from competitors abroad. Fortunately for America, it is still home to most of the world?s ?silicon superpowers?: IBM, Google, Cisco, Apple, Microsoft and more. Those companies? hardware and software platforms are the foundation for almost endless innovation by diverse users worldwide, a contribution no Europeans or Asians can match. Technik is big business: Led by American ingenuity, we are entering the age of the $1 trillion corporation?? ?and the first to cross the mark probably won?t be one of the usual suspects but a manufacturer of 3-D printers that allow anyone to turn virtual designs into physical objects.

IBM is perhaps the leading example of how firms themselves should perpetually seek to upgrade their Technik. Having spun off its hardware production divisions over the past decade, IBM now invests in artificial intelligence, nanotechnology, clean energy and devices for high-tech health care. As a globally integrated enterprise with almost 500,000 employees worldwide (including 100,000 in India alone), it is also a de facto leader in spreading Technik to other societies. For its part, Apple exhibits the clever trait of creativity with control, bringing large swaths of humanity into its exclusive orbit of products and interfaces. Its $100 billion in cash outstrips the GDP of more than 100 individual countries. Apple products are undeniably one of America?s most coveted exports.

Even companies in traditional sectors can demonstrate enormous staying power and Technik by diversifying businesses, exploring new markets and hedging risk. For example, super-major oil companies such as BP and Chevron are among the leading investors in clean energy, and Coca-Cola and McDonald?s own a growing share of the health food sector. Large players constantly ?spin in? dynamic newcomers, incorporating their innovations and modifying their business models to stay on top.

The struggle to attain Technik could become the new global class struggle: those whose wages and quality of life benefit from technology versus those perpetually lagging behind prevailing standards. In the new global class struggle, there would be no clear geographic boundaries such as North and South, since the disparities of Technik exist?? ?and could widen????both across and within nations and cities. Technik is therefore a quality we must all strive for: whether as individuals, companies, communities, cities or countries.

Defense rebuts insanity claim in Breivik trial

OSLO, Norway (AP) ? On the last day of his trial, Anders Behring Breivik's defense lawyers on Friday tried to cast the confessed mass killer as a political militant motivated by an extreme right-wing ideology rather than a delusional madman who killed 77 people for the sake of killing.

Since Breivik has admitted to the bomb-and-gun attacks on July 22, the self-styled anti-Muslim militant's mental state has been the key focus of the 10-week trial.

Nevertheless, Breivik's defense lawyer Geir Lippestad requested that the 32-year-old Norwegian be acquitted or given the mildest possible prison term for the country's worst peacetime massacre. The plea for acquittal was made out of principle, without any realistic chance of success: Breivik claims he acted in defense of his nation and that the killings were therefore justified.

Also Friday, relatives of some of those killed tried to put their loss in words. Kirsti Loevlie, whose 30-year-old daughter Hanne was killed by the bomb, moved the court room to tears when she described the shock of finding out her daughter was dead. The grief of cleaning out her room. The first Christmas without her.

Still, Loevlie said she felt a need to attend the trial, seeing Breivik in a position where he couldn't hurt anyone anymore.

"I am not going to be afraid of this man," Loevlie said. "I decided I would go to court. I felt I owed it to Hanne."

The court room burst out in applause and audible sobs as she finished her statement.

Breivik remained motionless, his face blank.

In his closing arguments, Lippestad reiterated that Breivik accepts that he set off a bomb outside a government high-rise and then gunned down dozens of teenagers at a Labor Party youth camp in the way that the attacks were described in court.

"That little, safe Norway would be hit by such a terror attack is almost impossible to understand," Lippestad said. And that helps explain why psychiatric experts reached different conclusions about Breivik's mental state, he added.

Lippestad tried to prove to the court that Breivik's claims of being a resistance fighter in a struggle to protect Norway and Europe from being colonized by Muslims are not delusional, but part of a political view shared by other right-wing extremists.

He also disputed assertions by one team of psychiatrists that the driving force behind Breivik's attacks was a psychotic impulse to kill, rather than a political ideology.

"July 22 was an inferno of violence," Lippestad said. "But we must also look at how he carried out the attacks to see whether it was violence in itself or radical politics that was the cause."

"He realized that it is wrong to kill but he chose to kill. That's what terrorists do," Lippestad said. "The ends justify the means. You don't understand this if you don't understand the culture of right-wing extremists."

When Breivik talks about a civil war he's not fantasizing about tanks and soldiers in the forest, but referring to a low-intensity struggle he believes will last for 60 years, Lippestad said.

"None of us know what Europe will look like in 60 years," Lippestad said. "Who would have thought 10 years ago that a right-wing extremist party in Greece would get 10 percent in the election now?"

Two teams of psychiatrists reached opposite conclusions about Breivik's mental health. The first team diagnosed him with "paranoid schizophrenia," a serious mental illness. The second team found him legally sane, saying he suffers from a dissocial and narcissistic personality disorder, but is not psychotic.

Prosecutors on Thursday called for an insanity ruling, saying there was enough doubt about Breivik's mental state to preclude a prison sentence.

The five-judge panel is expected to make a ruling in July or August. If deemed mentally competent, Breivik would likely be given Norway's maximum prison term of 21 years. A sentence can be extended beyond that if a prisoner is considered a menace to society. If declared insane, he would be committed to a mental institution for as long as he's considered sick and dangerous to others. Prosecutors suggested Thursday that could mean he would be held for the rest of his life.

Lippestad's otherwise focused statement ended on a confusing note when he asked the court for the most lenient possible prison sentence for his client. After being corrected by Breivik, Lippestad said the defense asks for an acquittal or a lenient sentence, but primarily wants the court to reject the insanity claim.

EU countries divided on financial transaction tax

(AP) ? A plan for European Union countries to tax financial transactions and use the proceeds to fund future bank bailouts ran aground on Friday, with just 10 out of 27 countries prepared to support it.

The impasse over the proposal by the European Commission, the European Union's executive body, highlights the difficulty of getting European politicians to agree on just one plan as they wrestle with the incredibly complex problem of containing the debt crisis that threatens to undermine the euro.

The proposed financial transactions tax would charge banks 0.1 percent of the value of sales of stocks or bonds, and 0.01 percent per derivative contract. Money raised by the tax would then be used to fund future bank bailouts. Some countries such as the Netherlands and the U.K . are vehemently opposed to the scheme.

George Osborne, the British chancellor of the exchequer, said such the tax would hurt the economies of countries that adopt it, as financial transactions will be re-routed to countries outside the union.

"I would have thought we want to be attracting business rather than the other way around," he said.

However, finance ministers from 10 countries that endorsed the idea ? including Germany, France, Spain, Greece, Poland, Italy and Austria ? said they still wanted to forge ahead with the plan and hoped that some of the countries who are still undecided would join them later.

German Finance Minister Wolfgang Schaeuble said he would have preferred all 27 EU member countries adopt the tax, but he will still pursue it. "We emphatically want to move ahead," he said.

"I will not allow this project to die," Austrian Finance Minister Maria Fekter said.

After it became clear the plan would not be adopted by all, the debate ended without a clear result. European Union lawyers then outlined the painstaking procedure for a group of countries to negotiate a side agreement within the EU. As a first step, at least nine countries must draft a proposal and put it forward as a so-called "enhanced cooperation."

"So it's not (happening) tomorrow then," joked Denmark's Margrethe Vestager, who was chairing the meeting, after hearing the process explained.

This is not the first time cracks have appeared in the European Union over its response to the financial crisis. In March, the so-called fiscal compact, which would introduce stricter requirements for national budgetary discipline, was signed by 25 EU countries ? but not Britain and the Czech Republic. If the treaty is ratified, it will apply to those countries that ratify it rather than to all EU countries.
